i also want to thank the members of the community who have also been advocating for the city, providing additional funding to the school district. you know, i've said this many times before, you know, that i do believe that we, as city government, have an obligation to support our public schools because we do have a situation where our federal government and our state government are failing our kids. they are not providing the level of funding that is needed for us to have the kind of world-class public school system that our children deserve. and in san francisco, a city of great affluence to the extent that the federal and state governments are not stepping up to the plate, we have historically, as city government, done that, and that's why we have created things like the rainy day fund and prop h. this has been very clear from the beginning. but one thing that i did raise last time, and i want to make sure that on the record i get some assurances on, is the issue of the rainy day fund. the rainy day fund has -- was created for a reason, and has its own mechanism of how it works, and

business community to the whole city. and the roster is growing of many different businesses from cynthia huey's feed store, a great vintage clothing store, to park life gallery, to green apple bookstore, one of the last remaining independent bookstores in our whole city, and where you'll find me browsing in the used book section upstairs often, or my daughter in the children's section as well. i know -- isn't here but tremendous leadership from foggy notion with anderson on 6th avenue to kisha studios and many others. i wanted to say in the past few months my office has been working closely with cynthia and jamie alexander from park life as well to reinvigorate the merchants association with long time leaders like jesse fink, but to bring more visitors to clement street as one of the city's destination spots. one of the great examples of events that's coming up with clement time in about 48 hours we're going to be celebrating from 5:00 to 9:00 clement time which brings many new people to the richmond district on clement

so we did pull that measure from the ballot, worked with again the rent board, the city attorney, and the mayor's office to come up with language that we felt was more acceptable but still provided some basic protections to tenants who in a city where it is one of the most expensive rental markets possibly in the world, certainly in this country and this state, then i worked for a number of years doing tenant counseling with single room occupancy hotel tenants and with seniors and disabled citizens of san francisco and i can tell you i don't have a number or a statistic but the type of harassment was definitely present and extensive and i don't believe this applies obviously to landlords who don't abuse this, there are plenty of good landlords out there, we're not suggesting that there aren't, but certainly with the market being what it is in san francisco it places vulnerable tenants, particularly immigrants, many of who we heard speak today, i know seniors and other low income tenants did face a lot of these issues. so i'll go ahead and read briefly what the language is that would b
